City Council Meeting Highlights City to create intensification implementation working group City Council has approved the creation of an intensification implementation group, which will work with City staff, the development industry and community stakeholders to assist in the implementation of the residential intensification goals contained within the City’s Official Plan.
Guided by four members of Council (two from the urban area and two from the suburban area), the general managers of Planning and Growth Management, Environmental Services and Public Works, and the director of Infrastructure Services, the group will also be charged with addressing barriers to intensification, as well as addressing and clarifying policies and procedures on intensification-related issues, such as zoning, design, and sidewalk requirements.
Project teams made up of City staff, a member of City Council, representatives from the development industry and affected organizations or agencies and community representatives will tackle specific projects and will report back to the intensification implementation group for approval.
Any changes to standards or new policies suggested by the group will be subject to full public consultation, followed by approval from Planning and Environment Committee and City Council.
Council approves major revisions to the Purchasing Bylaw City Council directed the City Treasurer to establish and fill the new position of Chief Procurement Officer and approved the criteria to engage the services of a Fairness Commissioner in specific procurement processes. A Comprehensive Complaints Process was also approved and will ensure vendors know, in advance of any procurement initiative, what their rights are, as well as when and how to exercise them. The Chief Procurement Officer, not the elected representatives or other staff, will be the only official point of contact for bidders in a City procurement process or a complaint, regarding a bid.
The By-law will be amended to reflect the use of a local preference provision as a “tie-breaker” where all other things are equal.
Staff were directed to consult with the Business Advisory Committee with respect to the amendment of the litigation exclusion and to report back to the Corporate Services and Economic Development Committee and Council. This amendment gives the City Treasurer the discretion after consulting with the City Clerk and Solicitor the authority of prohibiting a supplier from bidding on future contracts when engaged in litigation with the City of Ottawa.
Staff will be communicating these changes to the business community in the coming months. Interim property tax rates and due dates approved The 2010 interim property tax bill was set at 50 per cent of the 2009 Annualized Taxes. The interim due date was set to March 18, 2010 and the final tax due date was set at June 17, 2010. The penalty and interest percentage charge on overdue and unpaid tax arrears remain unchanged from 2009.
Other items of interest Mayor Larry O’Brien introduced and welcomed Fire Chief John deHooge at City Council. Chief deHooge’s first day with Ottawa Fire Services was on Monday, January 11, 2010. February 2010 is Heart Month in Ottawa Mayor Larry O’Brien declared February 2010 as Heart Month in the City of Ottawa. The Mayor presented Ms. Jan Ditchfield, Area Coordinator, Heart and Stroke Foundation of Ontario, and Chief Anthony Di Monte with a framed proclamation. Chief Anthony Di Monte has been chosen as the 2010 Heart Month Ambassador. Ottawa City Council sends its best wishes for the XXI Olympic and Paralympic Winter Games The City of Ottawa, on behalf of the residents of Ottawa, will send its best wishes and support to the athletes, coaches, staff and volunteers participating in the XXI Olympic and Paralympic Winter Games. Council endorsed sending letters of congratulations signed by all members of Council to Mayors of Vancouver and Whistler and also to Michael Chambers, President of the Canadian Olympic Committee and resident of Ottawa.
